And I’m not talking about minor delays or communication issues — I’m talking about egregious work… or blatantly no work at all.

City officials and law enforcement acknowledge it’s happening. So does the CSLB. So does the Department of Consumer Affairs. But no one wants to do anything about it. Why? Because in their experience, it’s a waste of resources. The contractors just keep contracting — and the state keeps handing them new licenses. It’s that easy.

It’s that easy to financially harm homeowners, with no accountability and no real recourse.

The Perfect Construction Con Happening All Over California

Licensed contractors are using legal loopholes to steal from homeowners — and getting away with it.

Why is this such a widespread problem? Because it’s incredibly easy to pull off.

From landscaping to major remodels, contractors know that most homeowners are novices when it comes to construction. They also know that getting a license is easy, the consequences for bad behavior are minimal, and ironically, having a license gives them more legal power to retaliate — even with baseless or fabricated claims — against the homeowner.

It’s the perfect setup to steal a lot of money in a short amount of time.

And when you finally realize you’ve been scammed and are left in a construction nightmare, you’re expected to front tens of thousands of dollars just to try and sue them.

I guarantee you know someone who’s been harmed by a contractor — whether it was $500 or $500,000. Just ask. It’s happened. When I started speaking out on social media, the number of people pouring in with their own horror stories was overwhelming.

"As of 12/14/2024, contractors who financially harmed me and at least four others have multiple CSLB complaints filed against them. Months later, can they still secure a new contractor’s license, launch a new website, and have no citations listed on their original license? This scenario is not unique to me."

California law acknowledges the importance of advocating for transparency in areas affecting public welfare. Raising awareness about scams and consumer rights benefits the public, and sharing information about systemic issues or individual experiences to prevent others from falling victim is a protected activity. These protections are grounded in Freedom of Speech and the Anti-SLAPP Statute (California Code of Civil Procedure § 425.16).

No homeowner should be forced to bear the financial and emotional burden of privately fighting to recover what was wrongfully taken. By highlighting these systemic issues, this effort seeks to empower consumers, advocate for reform, and build a fairer system that prioritizes the rights and well-being of homeowners.

Imagine you save for years to remodel your home, only to face unexpected delays, a project that runs far past your budget, or a lender who approves you for too many funds. Maybe your architect or engineer didn’t understand the local building codes when submitting plans, your contractor claimed to be licensed but didn’t disclose they were under investigation, or the simple drain you needed fixed was replaced with faulty materials that caused even more water damage. Perhaps your contractor lied to you or even threatened you if you report them? You are not alone, this bad behavior by licensed and unlicensed contractors is happening everywhere in California. 

The California Contractors State License Board (CSLB) oversees the licensing and regulation of contractors in the state. When the CSLB identifies violations of contractor laws, it refers cases to prosecutorial agencies for legal action. In the fiscal year 2022-2023, the CSLB referred a total of 1,293 cases to prosecutorial agencies, which include both District Attorneys (DAs) and the Attorney General (AG).

While this provides valuable insights, more information is needed for a comprehensive understanding of repeat offenders, unprosecuted cases, and unreported incidents.

"We contacted the Los Angeles District Attorney's Office to request data on the number of cases referred by the CSLB that were subsequently prosecuted. Their response directed us to inquire with the CSLB directly, which we have not yet done. In California, public access to prosecutorial data, including statistics on construction-related cases, is governed by the California Public Records Act (CPRA). However, the application of the CPRA can vary, with counties adopting different approaches to transparency. For instance, Orange County provides more accessible public case information compared to Los Angeles."

Are insurance companies for contractors as bad as we see in the media regarding health insurance? Absolutely. The attorneys they hire stop at nothing to avoid paying out wronged homeowners by minimizing their damage and using forced arbitration.
